Ruling: Time Warp banishes itself when it resolves, and then Kai'Sa's recycle effect cannot find it anymore to recycle it, so it remains banished.

Sequence:

• Kai'Sa - Evolutionary's effect allows you to play Time Warp from trash
• Time Warp resolves, taking its effect (extra turn) and banishing itself
• Kai'Sa's "then recycle it" effect tries to find Time Warp but cannot because it has moved to banishment
• Time Warp stays banished

Nuances:

• The recycling happens after the spell resolves, not during resolution (it essentially adds "recycle me" to the end of the spell's effect text)
• Effects generally cannot track cards moving in or out of non-board zones unless they're the ones moving them
