Can Defy counter Icathian Rain or its reflexive triggers?

Ruling: You cannot use Defy on Icathian Rain or any of its reflexive triggers. Icathian Rain costs more than 4 and has more than 1 power cost, so it doesn't meet Defy's requirements. Reflexive triggers cannot be countered by any current means.

Nuances:

• Wind Wall can counter the entire Icathian Rain spell before it resolves, preventing all reflexive triggers from being created
• All 6 reflexive triggers are placed on the chain simultaneously after Icathian Rain resolves, with targets chosen for each trigger during finalization, then they resolve in reverse order (last target chosen resolves first)
