Can you play reaction spells at the end phase of your opponent's turn?

Ruling: You cannot play reaction spells at the end of your opponent's turn unless your opponent has objects with "At the end of your turn" triggered abilities (like Annie or Dazzling). If such abilities exist, they get to react first.
