If you refuse to play Deflect, does the entire card/ability resolve still? Specifically: Can you refuse Deflect on Stupefy and still draw a card, or refuse Deflect on First Mate targeting Qiyana and still get a 3/3 unit?

Answer

Ruling: You cannot refuse Deflect for spells or activated abilities (where payment and targeting happen simultaneously). You can refuse Deflect for triggered abilities, but the ability will still be countered if you do refuse.

Sequence:

  • If targeting happens at the same time as payment (like Stupefy), you cannot refuse Deflect
  • If the target comes later (like triggered abilities such as First Mate), you can refuse Deflect but the ability will fizzle

Nuances:

  • For First Mate specifically: Playing the unit and its triggered ability are completely separate things. You can play units without their triggers working correctly, so you would still get the 3/3 unit even if the triggered ability is countered by refusing Deflect
