How do Get Excited's discard timing and Teemo Strategist's targeting work, and are these interactions problematic?

Answer

Ruling: Get Excited allows you to choose targets when played but delay choosing which card to discard until resolution, creating information asymmetry where opponents must guess damage amounts before they can react. Teemo Strategist requires choosing targets immediately when played from hidden, even though damage distribution happens after revealing cards.

Sequence: Get Excited:

  • Choose valid target when played
  • Spell goes on stack without specifying discard
  • When resolving begins, choose which card to discard
  • Deal damage equal to discarded card's cost
  • No reactions possible during resolution

Teemo Strategist:

  • Must choose targets immediately when played from hidden
  • If no legal targets exist, ability cannot be used
  • Reveal 5 cards
  • Must deal at least 1 damage to every selected target if possible

Nuances:

  • Get Excited's design may be intentional rather than a rules problem; the issue could be addressed by making the discard an additional cost instead
  • Teemo Strategist is receiving both minor errata and a rules clarification to address these concerns
  • The current Teemo interaction prevents searching for cards like Nocturne if no valid targets exist on battlefields
