Ruling: You do not have to reveal which gear you're attaching to Rell when placing the trigger on the chain. The gear is selected at resolution.
Sequence:
- Rell's attack trigger goes on the chain
- Reaver's Row trigger goes on the chain
- You do not declare which gear at this point
- On resolution of Rell's trigger, you select and play the gear
Nuances:
- Because Rell chooses a card in a private zone (your hand), it's not a target and doesn't need to be declared when added to the chain
- You don't even have to tell your opponent what you're going to do until resolution
