Ruling: While players must answer truthfully about the number of runes they control (which is public information), judges can enforce that runes be kept visible and unstacked to maintain a clear game state. Stacking runes in a way that obfuscates public information can be ruled as a Communication Violation or Angle Shooting.

Nuances:

  • Players are always entitled to ask how many runes their opponent has and must receive a truthful answer
  • Even if a player answers truthfully when asked, purposefully obfuscating information that should be readily available can result in a penalty
  • The specific enforcement is up to judge interpretation
