Can local stores sell Nexus pack singles or the packs themselves individually?

Ruling: Stores cannot sell Nexus packs individually (marked "not for individual sale" on packaging). They can sell singles only if they did not open the packs themselves to obtain them.

Nuances:

• The restriction on selling packs is printed on the bottom of the pack itself
• Selling singles from packs the store opened is not allowed
