What signifies targeting in Riftbound, and does Cull the Weak target for purposes of cards like Deflect?

Ruling: If a card says to choose something, it probably targets. Cull the Weak does not target.

Nuances:

• The controller of Cull the Weak chooses what to kill, so Deflect wouldn't trigger regardless of whether it targets
• There is no clear cut way to determine targeting until a new version of the rules is released
