Answer

Ruling: When casting Get Excited, you choose the target when the spell is put on the chain, but you discard the card (and thus determine the damage amount) only when the spell resolves. The opponent must react without knowing how much damage will be dealt.

Sequence:

  • Player 1 casts Get Excited and chooses a target unit
  • The spell goes on the chain
  • Player 2 has opportunity to react (without knowing the final damage amount)
  • Get Excited resolves: Player 1 discards a card and deals damage based on that card's cost

Nuances:

  • Discarding is part of the effect, not the cost
  • The player casting Get Excited can choose which card to discard after seeing any reactions
  • Targeting rules are acknowledged to be wonky and will be improved in future rules updates
