Ruling: Currently, the official tournament rules specify that starting player is determined randomly in both Swiss and top cut rounds, with seeding having no impact.
Nuances:
- Some TOs are unofficially allowing higher seeds to choose who goes first/second in game 1 to reduce intentional draws
- Tournament rules may be updated in January (Summoner Skirmish or Set 2) to officially give higher seeds this choice
