When Twisted Fate attacks and there's a defending unit with Deflect, can you decline the effect to avoid the Deflect cost? If so, at what point can you decline - before or after revealing the card?

Ruling: You cannot decline Twisted Fate's initial effect. The "When I attack, reveal a card" part always happens. However, if you reveal a red or yellow rune, the reflexive triggered ability that targets can be declined if it would incur a Deflect cost.

Sequence:

  • Twisted Fate's attack trigger always occurs (reveal top rune and recycle it)
  • If you reveal red or yellow, a reflexive triggered ability is created that targets
  • This reflexive trigger can be declined when it would incur the Deflect cost (it never finalizes on the chain)
  • The blue effect cannot be declined because it would never incur a cost

Nuances:

  • The distinction is between the mandatory reveal/recycle and the optional reflexive trigger created by "do one of the following"
  • Only targeting effects (red/yellow) can be declined due to Deflect costs
  • Non-targeting effects (blue) cannot be declined in this scenario
