Can you use 'Retreat' in response to King's Edicts while it is resolving?

Ruling: You cannot use Retreat or any other response while King's Edicts is resolving. Abilities, spells, etc. cannot be interrupted while they are resolving.

Nuances:

• This is different from Icathian Rain, which has 6 separate instances of 2 damage that occur one after another, creating multiple windows for responses between instances.
