Ruling: The two infractions are basically the same, with the only difference being that Looking at Extra Cards specifically refers to cards, while Looking at Secret Information could theoretically apply to non-card information. However, since there is currently nothing besides cards that could be secret or private in the game, there is no practical difference between them.

Nuances:

• Players are not entitled to see cards that are private (to another player) or secret, whether they are cards in hand, Hidden, main deck, etc.
