When casting Bullet Time, must you declare the amount of power you intend to use before your opponent can counter with Defy or Wind Wall, or can you wait until after they respond?

Ruling: You do not need to declare the power amount before your opponent can counter. Bullet Time is special in that you pay its power cost at resolution, after your opponent has a chance to react.

Sequence:

• Cast Bullet Time
• Opponent has opportunity to counter (Defy only looks at base cost)
• If not countered, pay power at resolution
