Answer

Ruling: Judges should not give players choices about whether to take warnings. For missed triggers, if it's still the current turn, it's the opponent's courtesy whether to allow the trigger to resolve retroactively. If the turn has passed, the trigger is lost. The opponent who didn't notice the missed trigger receives a Failure to Maintain Game State warning (tracking only, never upgraded).

Sequence:

  • If trigger is missed during the current turn: opponent decides whether to allow retroactive resolution
  • If turn has passed: trigger is lost and cannot be resolved
  • Opponent receives Failure to Maintain Game State warning (tracking only)

Nuances:

  • Zaun triggers should be considered advantageous to the controller even though they include a discard cost, so if forgotten they result in a warning and the trigger should be resolved according to the appropriate remedy
  • Violations that are detrimental to the player generally don't have penalties
  • Giving players choices about penalties invites metagaming and should be avoided
