Ruling: Spells and abilities that select game objects are considered to target even if they don't use the word "choose", and Deflect costs must be paid for them. Players may only decline to pay Deflect costs for triggered abilities (not activated spells/abilities), in which case the triggered ability is removed from the chain without resolving.

Sequence:

  • When a triggered ability targets a unit with Deflect, the controller may choose whether to pay the Deflect cost
  • If they decline to pay, the triggered ability is removed from the chain (it does not resolve)
  • If they pay, the ability resolves normally
  • For activated spells/abilities, Deflect is a mandatory additional cost that must be paid

Nuances:

  • Deflect only applies at the moment a unit is chosen as a target; gaining Deflect after being targeted has no effect
  • For reflexive triggers (like Falling Star's damage instances), each trigger can independently have its Deflect cost declined
  • The original spell that creates reflexive triggers still counts as played even if the reflexive triggers are removed from the chain
  • To force an opponent to pay Deflect for reflexive triggers, you must give the unit Deflect before the spell creating the triggers resolves
