Answer

Ruling: Permanents (including champions like Tideturner) do create and go on chains, but upon finalizing they immediately resolve without any reactions possible.

Sequence:

  • Tideturner is played and goes on the chain
  • Upon finalizing, Tideturner resolves immediately without reactions
  • Tideturner's "When you play me" trigger happens immediately after the permanent resolves
  • This trigger creates a new chain (or adds to an existing one)
  • You declare a unit at a different location than Tideturner's
  • Reactions can now be played to this trigger
  • When the trigger resolves, both the target and Tideturner are moved simultaneously

Nuances:

  • The permanent itself resolves without reactions, but its triggered ability can be reacted to
  • Tideturner has a card errata requiring the target to be at a different location than Tideturner's location
