Answer
No, Ruin Runner cannot be targeted by Switcheroo.
Ruin Runner has the ability: "I can't be chosen by enemy spells and abilities."
Because Switcheroo is a spell that requires you to choose (target) two units to swap their Might, it is blocked by Ruin Runner's protection ability. According to RiftJudge FAQ #8679, Switcheroo explicitly chooses (targets) units when it is played, and therefore cannot target a unit with protection from being chosen.
