Can action spells be played later in a spell chain, or only as the first spell?

Ruling: Action spells can only be played as the first spell in a chain. Only reaction spells can be played later in the chain.

Sequence:

• Action spell must be played first to start the chain
• Reaction spells can be played in response afterward
