Answer

Ruling: No. A spell or ability cannot be interrupted by triggered abilities while it is resolving. You must finish executing all of the spell's text first, then any triggered abilities that occurred during resolution are finalized and added to the chain.

Sequence:

  • The spell begins resolving
  • The unit enters the battlefield, triggering Vision (the trigger is held as pending)
  • All remaining instructions of the spell are executed
  • The spell finishes resolving and leaves the chain
  • The pending Vision trigger is finalized and added to the chain
  • Both players get a chance to play reactions
  • The Vision trigger resolves

Nuances:

  • In the case of Production Surge specifically, you will draw the card before the Vision trigger resolves, meaning you cannot use Vision to look at the card you're about to draw.
