Ruling: Angler Beast checks the current Might of units on the battlefield, not their printed Might. If a unit with printed Might 2 has been buffed to 3 or higher, it will not be returned to hand. Conversely, if a unit with printed Might 3 has been reduced to 2 or less, it will be returned to hand.
