No, you cannot use Vi, Destructive's activated ability on your opponent's turn.

According to RiftJudge FAQ #4339, FAQ #8013, and Rule 381, activated abilities (like Vi's "Recycle 1 from your trash: Give me +1 might this turn") can only be activated during your own turn in an Open State (when no chain exists and no showdown is occurring).
