If I Hidden Blade my Recruit then my opponent in reaction uses Wages of Pain, do I still draw 2?

No, you do not draw 2 cards.

Here's why: You play Hidden Blade targeting your Recruit (Chain). Your opponent responds with Wages of Pain targeting the same Recruit (added on top). Wages of Pain resolves first — it deals 3 damage and kills the Recruit, sending it to the trash. When Hidden Blade then tries to resolve, its target (the Recruit) is no longer at a battlefield. Because Hidden Blade cannot identify "its controller" from a unit that no longer exists, the draw instruction fails and no cards are drawn.
