Can I play Acceptable Losses if I and my opponent don't have gear?

Yes, you can. Acceptable Losses doesn't require targets — it instructs each player to make a choice at resolution. If no player controls any gear when it resolves, each player's instruction simply cannot be performed and is ignored (Rule 359.3.e.6). The card still resolves, nothing happens.
