If I have two tanks at the same battlefield and my opponent attacks, who decides which tank unit takes damage first?

The attacker (the opponent) decides which of your two tanks takes damage first. Since both have Tank, they share the same damage-assignment priority, so the attacker can choose the order they assign lethal damage to them (Rules 815.1.c.2, 460.2.c.6).
