No. Playing a Recruit token from Viktor's legend ability does not satisfy the Legion condition.

Legion (Rule 812.1.c) requires that a card different from the one with Legion has been Finalized this turn. The Recruit token from Viktor's ability is playing a unit, but it is not playing a card (FAQ #3881). Tokens aren't cards — they're game objects created by an effect — so they don't count toward the "played another card" requirement that Legion checks.
