Can Acceptable Losses be played if both players do not have a Gear?

Yes, you can. Acceptable Losses does not require targets — it instructs each player to kill one of their gear at resolution. If no player controls any gear when it resolves, each player's instruction simply cannot be performed and is ignored (Rule 359.3.e.6). The card resolves, and nothing happens.
