Ruling: Yes, Traveling Merchant draws a card even if you have no cards in hand to discard.

Nuances:
- If the card said "discard 1 to draw 1" (with "to") or "Discard 1. If you do..." then you would NOT be able to draw with an empty hand
- The current wording allows each part to resolve as much as possible independently
