Answer

Yes. When you play Shuriken Flip you must declare both the friendly unit to move and the destination location (e.g., which battlefield or Base) at the time you put it on the chain.

"Move a friendly unit" targets that unit (Rule 355.10), and per Rule 355.4, any spell that moves a unit requires you to choose a valid Move Destination when playing it — the destination isn't a "target," but it's still a required choice made upfront, not on resolution (same as Ride the Wind; FAQ #233). The destination just has to be legal, e.g., it can't already have units from 2 other players present (Rule 449.2).
