Answer

Yes. "Move a friendly unit" is a required target — you can't play Shuriken Flip unless you have a friendly unit in play to move (FAQ #11682).

The damage half ("up to one") is optional, but the move is not. If every friendly unit you control is gone, the spell is unplayable — no way to cast it just for the damage.

can you play shuriken flip without an enemy unit at a battlefield?

My opponent has a 1M recruit unit at battlefield A (no other units) with a facedown (hidden) hidden blade. I play Shuriken Flip targeting that recruit at Battlefield A and target one of my units to move to Battlefield A, is there a window in which the opponent can hidden blade my unit that moves into Battlefield A with shuriken flip, or is the hidden card discarded in a cleanup before there's a chance to do so?
