Yes — both Herons trigger separately and both discounts apply to that same next card, so your second card costs 4 Energy and 4 any-domain Power less in total (FAQ #11679; Rule 356.4).
Each Heron's trigger is a separate object, so "when you play your first card each turn" fires twice, and cost reductions stack additively. Energy and Power just can't go below 0, so any excess is simply lost.
One timing caveat: both triggers must have actually resolved before you play the card. If a Heron trigger is still sitting on the Chain, that discount doesn't exist yet, and the reductions can't be split across two different cards either — it's one card getting the full 4/4 or two cards getting 2/2 each (FAQ #12624).

Assuming both your herons' abilities triggered, so they were both at a or multiple battlefields when the first card resolved, you will get two triggers added to the chain. Every player in the game will be able to respond here. Then if you don't play any cards here and both of the herons' trigger resolve you will be able to play your second card at a cost reduced by 4 energy and 4 power. However it's not necessary, it could be your 4th, 5th or whichever card as heron's ability specifically states next card, which refers to the next card after it resolves. Keep in mind because of this interaction, if you play a card before the second heron resolves you will use the cost reduction and that way potentially you will be able to play two cards with their costs reduced (first card after heron's trigger resolved and first card after the other heron's trigger resolved)
