Yes — conquering Seat of Power triggers its ability and you draw, but it's not a flat "draw 1": Seat of Power reads "When you conquer here, draw 1 for each other battlefield you or allies control." In 1v1 (two battlefields total) that's usually exactly 1, but it's 0 if you don't control the other battlefield, and it counts other battlefields at the time the trigger resolves.

The trigger goes on the Chain like any battlefield ability, so opponents get a Reaction window before you draw (Rule 383.3). "Here" matters — conquering a different battlefield doesn't fire Seat of Power's ability at all, and a Hold on Seat of Power doesn't either, since Hold triggers Hold abilities, not Conquer ones (Rule 473.2).
