There are three layers, and they loop until every applicable effect has been applied once and nothing changes (CR 476).

  1. Trait-Altering (CR 477.1) — changes to Name, Supertype, Type, Tags, Controller, Cost, Domain. Copy effects and "Might becomes X" settings happen here.
  2. Ability-Altering (CR 477.2) — grants/removes keywords, passive abilities, or rules text (e.g. "Other friendly units have Vision"), plus attached-card effect text.
  3. Arithmetic (CR 477.3) — numeric +/- to Might, Energy Cost, Power Cost. Increases apply first, then decreases; non-passive limitations are snapshot at application.

Because layers loop, an effect applied in layer 3 can enable a layer-1/2 effect that wasn't applicable before — e.g. Fiora, Victorious: her Might buff bumps her past Mighty in the Arithmetic layer, then the sequence re-runs and she gains Deflect, Ganking, and Shield (CR 476.2, example). Within a single layer, dependencies apply first, otherwise timestamp order (FAQ 5401).
