Does static ability reevaluate like your mech get +2 after being switcheroo

No — a static/passive Might bonus doesn't reapply on top of the swap; it was already part of the numbers Switcheroo swapped.
Example: Rumble, Scrapper's "+1 Might to your Mechs" keeps applying before, during, and after the swap. A 3-Might Mech sitting at 4 thanks to Rumble that swaps with a 6-Might unit gets a +2 modifier, so it ends at exactly 6 (3 + 1 + 2) — no extra +1 added afterwards. The swap modifier is calculated against the current Might including passives (Rule 433.1), so the passive doesn't stack a second time.
The only case where the passive changes the result is if its source changes after the swap resolves (e.g., Rumble leaves the board or enters later) — then the layers re-evaluate and the fixed swap modifier stays, shifting the total accordingly (Rule 477.3).
